摘要: |
为了缓解我国大城市交通拥堵,调控通勤高峰时段中心区停车需求,给出城市不同功能的停车场不同的停车收费方法和价格.结合北京城市中心区实行累进停车收费的政策,开展居民多模式出行的意愿调查,构建政府指定停车票价与居民交通出行方式选择的双层规划模型方法,通过数值计算给出了停车价格调整范围与通勤机动车出行转移到停车换乘10%~20%比例的相互关系.在城市机动化发展中,通过“以静制动”停车价格政策可以有效地缓解中心区通勤交通拥堵,同时为城市中心区停车价格政策制定和完善停车市场化运作提供参考. |

Abstract: |
To alleviate the traffic congestion in major urbam cities in China, the regulation of parking demand and parking price is given in central areas during peak hours. Based on the implementation of the regulation at Beijing downtown area, a multi-modal travel survey was carried out and a bi-level programming model for adjesting the government-designated parking fares and the cheaper and convenient way for residents to travel is set up. The numerical calculation provide a proper relationship between the parking price and the use of parking facilities and commuter vehicles. The parking pricing policies can effectively alleviate the commuter traffic congestion at central area and provide references to other cities. |
